The Role

• We are seeking an experienced Assistant Head of Building Control & Enforcement Manager to lead and develop our enforcement and regulatory functions within Building Control.

• This is a senior leadership role responsible for ensuring compliance with complex building safety legislation, managing a growing team, and driving operational excellence across enforcement, dangerous structures, and regulatory processes.

• You will play a pivotal role in protecting public safety, ensuring statutory compliance, and supporting the Council’s strategic objectives in relation to building safety and performance.

Key Responsibilities

• Lead and manage the Building Control enforcement function in line with the Building Safety Act 2022 and related legislation
• Take responsibility for compliance with:
  • Building Act 1984
  • Building Regulations 2010
  • London Building Acts (Amendment) Act 1939
• Maintain accurate records and reporting to the Building Safety Regulator
• Provide technical leadership across:
  • Plans assessment
  • Inspections
  • Enforcement strategy

About You

You will be a highly experienced Building Control professional with strong leadership capability and deep technical expertise.

Essential Experience

• Significant experience across the full Building Control lifecycle, including enforcement
• Strong working knowledge of building safety legislation and regulatory frameworks
• Experience managing enforcement cases, including legal proceedings
• Experience working on complex and high-risk buildings
• Proven ability to lead and develop teams

Skills & Competencies

• Strong leadership and decision-making ability
• Excellent technical judgement and risk assessment skills
• Ability to interpret plans, carry out inspections, and produce detailed reports
• Commercial awareness and financial management capability
• Excellent stakeholder management and communication skills

Qualifications

• Registered Building Inspector’s Class 3 (Specialist) (minimum requirement)

• Eligibility for Class 4 (Technical Manager) desirable
• Equivalent qualifications (e.g. CABE) considered
