SENIOR PROJECT MANAGER, MAJOR PROJECTS
Location: South West London
Working arrangement: Three days per week on site
Rate: £500 to £550 per day Umbrella

ROLE OVERVIEW
A London local authority is seeking an experienced Senior Project Manager to lead the delivery of complex construction, redevelopment and community-focused capital projects, with responsibility for contracts valued up to £35 million.
The successful candidate will manage projects from initial concept through design, planning, procurement, construction and completion. You will take responsibility for project programmes, budgets, consultants, contractors, governance, risk and stakeholder engagement.
This is a senior delivery role requiring strong experience of major capital projects within complex urban environments. Previous local authority or wider public sector experience is highly desirable.
KEY RESPONSIBILITIES
Lead major construction and redevelopment projects from inception through to completion
Ensure projects are delivered on time, within budget and to the required quality standards
Develop and maintain project plans, programmes, budgets, risk registers and governance documentation
Manage construction contracts, consultants, contractors and multidisciplinary project teams
Coordinate feasibility, design, planning, procurement, tendering, construction and handover activities
Monitor project expenditure, forecasts, funding and cost controls
Identify and secure internal and external project funding
Prepare business cases, funding applications, approval papers and progress reports
Oversee the procurement and contract management of complex, high-value works and professional services
Identify project risks and issues, implementing corrective action where required
Manage contractor performance against technical, commercial and contractual requirements
Provide clear project reports and briefings to boards, senior officers, Chief Officers and elected members
Lead consultation and engagement with residents, community groups and other stakeholders
Maintain effective communication between service users, design teams, contractors and council departments
Monitor performance against project milestones, benefits and strategic outcomes
Ensure compliance with legal, financial, procurement, governance and health and safety requirements
Represent the organisation at stakeholder meetings and external forums
Provide cover for the Head of Major Projects when required
ESSENTIAL EXPERIENCE
Significant experience managing major construction, redevelopment, regeneration or capital projects
Proven delivery across the full project lifecycle, including inception, design, planning consent, tender, construction and completion
Experience delivering projects within existing communities or complex urban environments
Strong knowledge of construction contracts and project delivery frameworks
Experience commissioning and managing architects, consultants, contractors and professional teams
Strong procurement and contract management experience
Experience managing substantial project budgets, forecasts and financial resources
Experience producing project initiation documents, programmes, risk registers and governance reports
Strong stakeholder management, negotiation and public consultation skills
Ability to communicate confidently with senior officers, elected members, contractors and community stakeholders
Knowledge of health and safety requirements relating to construction projects
Previous local authority or public sector experience is highly desirable
